The emergence of the Islamic State of Iraq and the Levant (ISIS) in the early 2010s, accompanied by the capture of vast areas of Iraq and Syria and horrific crimes, was it a random event or is there another story behind it? A new order has credible evidence and documents showing that the United States deliberately and with prior planning created ISIS to advance its geopolitical goals, including the Balkanization of the region under the Yinon plans, Clean Break, and the Project for the New American Century (PNAC).
Historical Background: U.S. Invasion of Iraq
The U.S. invasion of Iraq in 2003, which began with pretexts of weapons of mass destruction and links to terrorism, was actually a deliberate action to create a power vacuum and chaos in the region. The dissolution of the Iraqi army and the de-Ba’athification policy, which led to the removal of Sunnis from power structures and widespread dissatisfaction, was part of a calculated plan to prepare the ground for the emergence of extremist groups. This instability deliberately created a bed for the growth of Al-Qaeda in Iraq (AQI) led by Abu Musab al-Zarqawi. Zarqawi and his group, who were financially and militarily supported by the United States during Saddam’s rule to fight the Ba’ath Party, later turned into the Islamic State of Iraq (ISI) and then the Islamic State of Iraq and the Levant, or ISIS. In short, they were tools in America’s hands to implement its strategies.
Civil War in Syria: Another Piece of the Puzzle
The start of the Syrian civil war in 2011 provided a new opportunity for ISI’s expansion. With the escalation of conflicts, various rebel groups, including Islamist groups, fought against Bashar al-Assad’s regime. The United States, along with other Western and regional powers like Saudi Arabia, Qatar, and Turkey, provided financial, arms, and training support to the opponents to overthrow Assad.
However, the Syrian opponents were not a unified group, and some had extremist ideologies. Reports show that some weapons, such as American-made TOW anti-tank missiles, reached extremist groups, including ISIS, during these supports. In 2013, ISI changed its name to the Islamic State of Iraq and the Levant (ISIS) and quickly became prominent among rebel groups.
The 2012 DIA Document
A classified document from the Defense Intelligence Agency (DIA) in 2012 serves as evidence of U.S. involvement in ISIS’s emergence. This document, released in 2015 through a Freedom of Information request, examines the situation in Syria and states that “the West, Gulf countries, and Turkey support Syrian opponents” and “there is a possibility of establishing a declared or undeclared Salafi principality in eastern Syria (Hasaka and Deir ez-Zor), and this is exactly what the powers supporting the opponents want, to isolate the Syrian regime, which is considered Iran’s strategic depth.”.4
This document shows that the United States and its allies were aware of the possibility of creating a Salafi entity and saw it as a way to pressure Assad’s regime. Michael Flynn, DIA director from 2012 to 2014, later confirmed that the report was accurate and was deliberately ignored by the White House.5
Analysis of the U.S. Role in ISIS’s Emergence
The United States, with full awareness of the consequences of its actions, deliberately created conditions that facilitated ISIS’s emergence. The 2003 invasion of Iraq destabilized the region and created a power vacuum that extremist groups like AQI exploited. Support for Syrian rebels, some of whom were radicals, provided resources and opportunities for ISIS’s expansion.6
Statements from former officials like Michael Flynn show that the United States, aware of the risks, decided to support groups that included extremist elements. While the official U.S. policy was announced as support for moderate forces, America’s repeated apologies for delivering military aid to extremist forces left no room for doubt that Americans intentionally aimed for extremists to come to power. For example, the Pentagon’s program to train Syrian rebels in 2014, which produced 150 fighters, was halted in 2015 due to aiding extremist groups.7
After Gaddafi’s overthrow in Libya, the United States and NATO facilitated the transfer of weapons from Libyan stockpiles to Syria. These weapons reached rebels, including groups that joined ISIS, through a secret network (known as the “rat line”) with cooperation from Turkey, Saudi Arabia, and Qatar.8
In June 2014, ISIS seized large quantities of American military equipment from Iraq and took it to Syria without any hindrance from the United States. This was while America had the capability to attack ISIS convoys but took no action.9
U.S. allies, including Saudi Arabia, Turkey, and Qatar, played a significant role in financing and logistically supporting ISIS. Saudi Arabia in the early years of the Syrian uprising, Turkey through its borders, and Qatar through financing helped ISIS grow. America either overlooked these actions or indirectly participated in them. Joe Biden, U.S. Vice President, acknowledged this in a Q&A session at Harvard, while denying any U.S. confirmation or involvement in this support. In fact, these proxy countries allowed the United States to deny its support for extremist groups. Therefore, ISIS’s growth is not an unintended consequence of incompetent U.S. policymakers, but part of a planned decision to overthrow nationalist governments in the Middle East using extremist groups.10
The United States, through its military interventions and foreign policies, especially the 2003 invasion of Iraq and support for Syrian rebels, deliberately and plannedly created ISIS. The 2012 DIA document and statements from former officials confirm America’s awareness and intent to use ISIS as a tool for destabilizing and Balkanizing the Middle East. These actions were part of America’s broader strategy under the Yinon, Clean Break, and PNAC plans, and ISIS’s emergence was not a mistake but a designed outcome of these policies.
